The EIA limitation for low-pollutant factory expansion on slope-land in Nangang Industrial Park has been moderated
  Nangang Industrial Park is an important precision mechanical industry town in central Taiwan. In order to promote the economic development of the county and improve the factory usage rate of the Industrial Park, Nantou County Government tries hard to eliminate investment barriers while solving the issue regarding land acquisition for low-pollutant factory. As the County Government kept communicating and negotiating aggressively with central units such as the Ministry of Economic Affairs and the Environmental Protection Administration, the Environmental Protection Administration finally agreed to moderate the EIA limitation in May 2007. Newly established area that is less than 1 hectare and successive expanded factory area that is more than 1 hectare are free of EIA limitation in the future.
  Nangang Industrial Park in Nantou County was developed and established in early 1970s. Although currently there are more than 400 manufacturers in the Park, the land is still classified as slope-land. It means the floor area ratio (FAR), building coverage ratio (BCR), height, soil and water conservation and environmental impact assessment are limited. If the land area on the slope-land is larger than 1 hectare, environmental impact assessment has to be applied even if the factory or warehouse is for non-pollutant storage purposes or if it involves factory transfer, selling and expanding. The assessment takes time and many manufacturers keep complaining about how difficult it is to start establishing factories. Therefore, the County Government began developing relative slope-land reclassification and amending the law since 2005. The County Government invited central units to conduct meetings and discussions to assist manufacturers to solve the factory area limitation issue under the conditions where current regulation is feasible and the environment is affordable.
  The County Government kept consulting, negotiating and communicating with the central units. When experts firmly believed the reclassification program for Nangang Industrial Park slope-land was not feasible, the Industrial Development Bureau, Ministry of Economic Affairs wanted to give up. However, the County Government took into account the economic development and environmental protection of the county and did not want to give in. The County Government aggressively invited the Industrial Development Bureau, Ministry of Economic Affairs to work together on this one, the County Government stated.
  The Industrial Development Bureau, Ministry of Economic Affairs sent letters to the Environmental Protection Administration to inquire about the EIA regulation in February and April 2007. Finally, the Environmental Protection Administration replied and moderated the Environmental Impact Assessment Act and the Standards for Determining Specific Items and Scope of Environmental Impact Assessments for Development Activities. For developed industry park located on slope-land, such as Nangang Industrial Park, it belongs to “Other low-pollutant factory” category and does not need to undergo EIA if the development area reaches the limitation. When establishing the factory mentioned previously, if the area is larger than one hectare, it has to undergo EIA. Only when the area expanded or when the production line and production capacity is less than one hectare, it is free of EIA.
  The County Government also pointed out, as the Industry Park has been completely developed for several years, there would not be any large scale environmental development issue regarding factory transfer. Factory area that is lesser than one hectare has to undergo EIA. If the limitation no longer exists, good quality factories with great system will be attracted. Abnormal pollution emission will be reduced which would raise factory owners’ investment willingness, increase employment opportunities and effectively control environmental pollution. An all win situation will be created.
