Due to unclear regulations, citizens have tied themselves up just for the NT$10,000 subsidy. On May 6, more than 400 people came to apply for relief at Nantou City Hall and only 4 were approved, leading many people on a wild-goose chase. Magistrate Lin Ming-zhen stated that the relief policy of the central government should not be just remedies. He suggested the central government be lenient on related verifications and be quick on appropriating subsidies in order to provide substantial help to citizens.

    Lin Ming-zhen stated that the COVID-19 pandemic has resulted in worldwide economic depression, causing factories to shut down, enterprises to suspend business and increasing unemployment. The relief measure taken by the central government to help citizens is a good policy that everyone is looking forward to. However, given that the central government did not have clear regulations on how relief measures are taken, many citizens rushed to city and township halls to apply for relief and were met with rebuff. Unemployed citizens who have not received salary for a while were also frustrated. People just wanted to receive relief money as soon as possible to have a living.

    To understand the situation of citizens applying for relief, Deputy Magistrate Chen Cheng-sheng visited Nantou City Hall along with Director Lin Chih-chung of the Department of Social Affairs. Chen Cheng-sheng said that the application for relief money from the central government should be quick and convenient. It should be better that citizens can receive cash immediately, because they came to apply for relief money due to household financial problems.
