County Magistrate Lin said that except for the vaccines that aren’t regulated to be directly authorized and provided by the original manufacturers (including the 750,000 doses of vaccine donated by the United States to the central government, and the 1.24 million doses of AZ vaccine that have been delivered from Japan), the vaccines that Fo Guang Shan and Terry Gou’s YongLin Foundation applied for procurement have not yet been granted the Emergency Use Authorization (EUA). The Nantou County government has raised NT$ 640 million by itself and tried every means to purchase 800,000 doses of the best quality BNT/Pfizer vaccine, for nothing else but to save lives. “Because saving lives is the top priority.” Lin said that once the procurement and delivery of these 800,000 doses of vaccine are completed, he only hopes that Nantou County residents are the first group to be vaccinated and that the remaining vaccines are for the central government to allocate to those who need it most in other cities and counties.

It’s upsetting to see that local governments often get politicized and issue evasive responses for the epidemic prevention matters that can be handled by the central government with a simple action, said Deputy County Magistrate Chen Cheng-Sheng. On May 26, the county government had made a request for the authorization that allows county and city governments to purchase BNT/Pfizer vaccines. On June 1, the central government had issued a reply, stating that the county government can apply for a special project import permit in accordance with regulations by the Food and Drug Administration of the Ministry of Health and Welfare. Then, the county government has raised NT$ 640 million in the shortest possible time and contacted ShareHope Medicine Co., Ltd. to submit the documents for review and handle related matters in accordance with the “Procedures for Local Governments or Enterprises to Apply for COVID-19 Vaccine Special Project Import” announced by the Central Epidemic Command Center, for the purpose of importing 800,000 doses of BNT/Pfizer vaccine endorsed by the international community and WHO, only hoping that the central government will give priority to the issuance of an emergency use authorization (EUA) so that the vaccines purchased by the county government can be delivered as quickly as possible, just like the AZ vaccines donated by Japan.
