County mayor Lin inspects the progress of the Caotun Water Recycling Center project
On March 17, County mayor Lin, Ming-Chen proceeded to the Water Recycling Center in the Shanglin Borough of Caotun Township to inspect the progress of the first stage of the project accompanied by Mr. Chen, Hsi-Wu, Director of the Public Works Department of the county government. He also listened to a briefing delivered by Mr. Chuang, Ho-Ta, PhD holder in engineering, employed by the contractor, Chi Chiang Environmental Engineering Co., Ltd. County mayor Lin was full of praise for the center which is expected to be activated ahead of schedule in August. This center treats domestic wastewater with a highly advanced biological nutrient removal system to greatly enhance the lives of Caotun residents and purify the river water quality.
County mayor Lin pointed out that the total costs of this center, which is carried out in form of a turnkey project, amount to 376.378 million NTD. Completion was originally planned for the end of 2017. Due to dedicated efforts of the contractors, project quality and relevant technologies conform to all requirements and progress is far ahead of schedule. The center is expected to be completed and activated in August. The treatment and purification of domestic wastewater of Caotun Township will improve the stench of ditches caused by the confluence of domestic wastewater and rainwater and inhibit mosquito breeding. The center will also improve the water quality of Hsichoupi drainage water, the Ailiao River, and Maoluo River and reduce the impact of eutrophication on river water quality. The project is expected to be highly conducive to the enhancement of the living environment, hygiene conditions, and life quality in Caotun Township.
Dr. Chuang stated that the highly advanced biological nitrogen and phosphorus removal system adopted by the center is not only capable of removing organic compounds from domestic wastewater but can also effectively reduce nutrients (nitrogen and phosphorous) causing river eutrophication. The Water Recycling Center features one of the most advanced biological treatment systems in Taiwan, which will not only enhances the life quality of Caotun residents but also purifies the water quality of nearby rivers. Energy-saving lighting equipment has been adopted for the plant area and highly power-consuming machinery has been equipped with frequency conversion facilities to achieve energy conservation and carbon reduction effects. It is further planned to utilize around 2,000 m³ of reclaimed water daily for plant watering, equipment cleaning, and toilet flushing in the plant area. In the future, reclaimed water will also be provided for local citizens and administrative agencies to achieve optimal use of water resources.
The first stage of the construction of the Caotun Sewerage System in the context of the Natou County Sewerage System Infrastructure Project is projected to be completed in 2020. Around 9,910 households will be connected to the pipeline system. The center can treat an average of 10,000 m³ of domestic wastewater daily and will increase the pipeline penetration rate for Nantou county by 5.26%.
