County Mayor Lin Led the Fuxing Farm Development Plan Environmental Impact Summary Pre-Construction Seminar
County Mayor Lin Mingchen led the Fuxing Farm Development Plan (Lushan Hot Spring Resort Relocation Plan) Environmental Impact Summary Pre-Construction Seminar at the Fuxing Farm base, the 921 Earthquake Memorial Park, in Puli Township on April 18. Around 100 Lushan Hot Spring Resort representatives and Fuxing Village residents participated, all agreeing on the development plan.
County Mayor Lin said that the Lushan Hot Spring Resort was named a protected area after the Sinlaku and Morakot typhoons. Development was forbidden and the resort company had no income for eight years. The county government understood their plight and began promoting the Fuxing Farm Development Plan six years ago. County Mayor Lin also actively campaigned for support during his time as a legislator. The last stage of development will begin as an administrative process that has been completed and construction will begin shortly according to different phases of the plan. Completion is slated for December 2018. Once completed, the land will be allocated to various hot spring resort companies.
County Mayor Lin also pointed out that once completed, the project will bring better development as well as a new urban scene to Greater Puli. It will also stimulate local growth and create more jobs. Through collaboration between the local and county administration, the best hot spring resort area in the country is created. It will surely attract both domestic and international tourists, becoming the new star of Nantou tourism.
Council members Wu Kuochang, Hsu Akan, Liao Chihcheng and Chiu Meiling also participated and expressed their approval. They also hoped that the impact on local residents can be minimized during construction while also petitioning that the county government integrate the sewage pipelines of Fuxing Village into the pipeline system of the resort area to protect the surrounding environment. Resort company representatives also voiced their wish for relocation and the obstacles that they faced. They hoped that the county government will assist by giving loans for the successful relocation and reconstruction of the hot spring industry.
The Construction Department of the county government said that the land area is 55.677 hectares in size. The outsourcing process has been completed and construction will begin shortly. The contracting fee is NT$1,663,922,000. The first exploratory well is slated to begin its work at the end of May 2017, basic construction at the end of October 2017 and completion at the end of December 2018. Land allocation will begin after completion.
