Coordinating the renovation of the Kunyang police station at the Dark-Sky Park, Magistrate Lin urges to integrate the management unit and the user as one, November 24
The “Hehuan Mountain Dark-Sky Park” was jointly proposed by the Taroko National Park Headquarters, the Dongshih Forest District Office and the Nantou County Government and was certified by the International Dark‑Sky Association. The Nantou County Government received a subsidy of NT$ 4.5 million from the Tourism Bureau to renovate the old Kunyang police station as the tourist service station, but met obstacles as the old building could not obtain the construction license and the use license. Magistrate Lin Ming-chen appealed for the cooperation of the three agencies on the 24th, to help integrate the management unit and the user as one. The county government would be cooperative even if the old Kunyang police station was allocated.
On the 24th, the Nantou County Government invited the Taroko National Park Headquarters, the Dongshih Forest District Office of Forestry Bureau, the Nantou Forest District Office, along with the Department of Tourism, Public Works, and Planning of Nantou County, as well as the police station, Health Bureau and Indigenous Peoples Bureau, the Ren’ai Township Office and the Cingjing Sustainable Development Association, to take part in the coordination meeting for the construction and improvement of the environment of the Hehuan Mountain Dark-Sky Park at the old Kunyang police station. Legislator Ma Wen-chun, director Pan Chieh-hung, legislator Hsu Shu-hua and deputy director Tsai I-cheng also attended the meeting.
The old Kunyang police station is located at the Kunyang parking lot. The land, toilets and other buildings there belong to the Dongshih Forest District Office of the Forestry Bureau and are in the Taroko National Park and Hehuan Mountain Forest Recreation Area, except for the Kunyang police station that belongs to the Nantou County Government. As a result, the Nantou County Government was denied once when applying for the use of the land and buildings. Recently, the roof, windows and indoor toilet of the old Kunyang police station broke down as the building was too old. Although the Nantou County Government has strived for a subsidy of NT$ 4.5 million from the Tourism Bureau to renovate the roof, internal and external walls, doors and windows and repaint it, as well as setting up barrier-free facilities, the Taroko National Park Headquarters did not agree to the construction as the construction license and the use license were not obtained at the very beginning of the construction of the building.
Magistrate Lin said to the representatives of the Dongshih Forest District Office and the Taroko National Park Headquarters that as long as it is beneficial for the construction and development of the Hehuan Mountain Dark-Sky Park aiming to improve the quality of recreational services, the Nantou County Government won’t necessarily require the control of the land of the Kunyang parking lot. Furthermore, as long as the Dongshih Forest District Office or the Taroko National Park Headquarters agrees, the county government will also agree to transfer the control of the Kunyang police station. All of these are for one purpose, to achieve the coordination of the management unit and the user. So that, the subsidies for construction that the County Government has strived for won’t be wasted and it will benefit the promotion of the Hehuan Mountain Dark-Sky Park under the cooperation of various administrative agencies.
