Typhoon Gaemi (凱米颱風) had caused many damages in Nantou County, including Xinyi, Zhushan, Shuili, Lugu, Yuchi and other townships, with cumulative rainfall exceeding 500 mm in 24 hours. County Mayor Hsu ShuHua toured disaster areas Xinyi Township, Shuili Township and Nantou City on the 25th, and Puli Township on the 26th. For days on end, she had led the county government team and 13 township and city offices, the Water Resources Agency, Highway Bureau, armed forces, Taiwan Power Company, and other disaster prevention and response cooperating units to make every effort to deal with disaster prevention, relief and emergency rescue.

 

Early on the morning of the 25th, County Mayor Hsu first went directly to Xinyi Township, accompanied by Quan ZhiJian, Chief of Xinyi Township, and Wu RuiLong, Chief of Mingde Village, to inspect the Chen-Yu-Lan River (陳友蘭溪) for its severely destroyed dump truck detour. She specifically exhorted to accelerate the reporting of post-disaster reconstruction project, and to strictly prevent river floods from continuing to wash away the embankments next to the detour to avoid greater disasters. Meanwhile, the Provincial Highway 16 was blocked. After receiving this news, she stated that the county government will work with the township office and the Xinyi Branch of Highway Bureau to focus on clean up and recovery.

 

After that, County Mayor Hsu rushed to the Disaster Response Center of Shuili Township Office to listen to the briefing by Township Chief Yeh MingFeng, to understand the situation in each disaster areas in Shuili Township, and to comfort and encourage Township Chief Yeh and his team who had not slept a wink. As the last schedule, County Mayor Hsu rushed to Jungong Bridge (軍功橋) in Nantou City to inspect the ponding situation in the low-lying areas along the Maoluo River (貓羅溪) caused by the swollen river, together with Nantou City Mayor Chang ChiaChe. The county government will compile related data, including the frequency of Maoluo River improvement for flood control and the functions and workloads of the newly completed drainage system in the Wailu (外轆) and Neilu (內轆) areas, to push for a comprehensive review by the central government for an updated improvement plan. This plan is necessary for further increasing the flood control efficiency and safety in each flood-prone areas in the county.

 

On the morning of the 26th, accompanied by Legislator Ma WenChun and County Councilors Lin FangYu, Huang ShihFang, Wu Guochang and Chen YiChun, Liao ChihCheng, Chief of Puli Township, the Water Resources Agency, armed forces, and other units, County Mayor Hsu inspected the important bridges in Puli Township one by one, such as the temporary bridge of Shoucheng Bridge (守城橋), Zhongzheng Bridge (中正橋), and Longsheng Bridge (隆生橋), to ensure the safety of people crossing the bridge.

 

County Mayor Hsu pointed out that the Typhoon Gaemi struck entire Nantou County, causing many disasters. She reminded the affected people to take photos and keep as evidence. The county government has formulated the rules for the disaster recovery allowance. In addition, she reminded that those whose disaster losses relating to home meet the relevant standards may apply to the tax bureau for deduction of house tax, land value tax, vehicle license tax and amusement tax in accordance with the regulations. Moreover, the county government will assist the affected farmers to apply for cash allowances in accordance with the "Agricultural Disaster Assistance Program (農業天然災害救助辦法)" announced by the Ministry of Agriculture, Executive Yuan.
