Nantou’s Realistic Urban Resilience (Air-Defense) Exercise Mobilizes Communities. July 2

Nantou County launched its Urban Resilience (Air-Defense) Exercise with a comprehensive simulation covering disaster-response coordination, protective drills, and logistical support, showcasing the county’s mobilization and defense capabilities. Deputy County Magistrate Wang Rui-De emphasized that the exercise was designed with residents’ safety in mind and highlighted the active participation of local communities and civic groups as a distinctive feature of Nantou’s mobilization efforts.

The scenario simulated an attack, with mobilization initiated following a presidential emergency order. In addition to establishing a disaster response center, the Nantou City Office mobilized community personnel and resources to participate in the drill. Nantou Hospital prepared for a surge in casualties by setting up temporary beds, while PX Mart served as a distribution hub, providing supplies and relief materials.

Treating the drill as a real-world operation, strict protocols were enforced once directives were issued by central authorities. Outside Nantou Hospital, a simulated fire prompted an immediate firefighting response, with fire engines deploying water hoses to extinguish the blaze. Deputy County Magistrate Wang Rui-De served as the local response commander and participated throughout the exercise. Vice President Hsiao Bi-khim and other officials visited Nantou Hospital and PX Mart to encourage personnel involved in defense mobilization.

Executive Yuan Minister Without Portfolio Chi Lien-Cheng and other officials engaged with exercise participants through scenario-based questions to assess their understanding of mobilization procedures and provided recommendations for strengthening cross-sector coordination and resource integration. The exercise aimed to further enhance Taiwan’s overall defense mobilization capabilities.

Deputy County Magistrate Wang noted that the exercise was part of the central government’s Urban Resilience Exercise, with Nantou County fully committed to the mission. He stressed that resilience cannot be achieved overnight: “We must strengthen it through daily practice rather than rely on a single exercise to claim resilience.”
