Magistrate Lin on his administration visions: Corruption free, efficiency, and services
  On February 3, Magistrate Lin Ming-chen chaired the first staff meeting after his inauguration. In the meeting, he stressed his administration’s visions in front of over 500 civil servants, operating a corruption free, efficient, and service oriented government. It was the duties of all civil servants to serve the people because their wages were paid by taxpayers. They must not take any “benefits” from them; otherwise, the government would be corrupted. After delivering this vivid speech, all the staff showed their support and promise with loud applause, filling up the conference room with enthusiasm.

  Inaugurated roughly a month ago, Magistrate Lin presented his visions in the monthly administration meeting in order to allow the staff to thoroughly understand his requirements and ideas. He believed that it was the duties of all civil servants to serve the people because their wages were paid by taxpayers. In addition to serving the people, civil servants should do their jobs with enthusiasm and serve the people with great hospitality; they shouldn’t be rude and impolite. When people have encountered any legal issues, they should explain the problems to them with patience in order to solve their difficulties.

  Regarding the promotion of the civil servants, Magistrate Lin insisted on adjusting their positions in accordance with their performance. In addition, it would be better for them to promote internally. To accomplish these ends, he encouraged the staff to dedicate themselves to their work. He also expected them to set a high standard for themselves, performing their duties without any procrastination. They shouldn’t let the applications for construction licenses, general licenses, business and industrial registrations, applications on land boundary verifications, and more pile up. All of them must finish their jobs before their deadlines. If the applicants encountered any legal issues or unsolvable problems, they must help them find solutions. When necessary, the government should stipulate regulations on regional autonomy to solve the problems.

  After signing the first document on his first day in office, Magistrate Lin already felt the pressure because the county government was in a deficit of NT$ 20 billion. Seeking diverse solutions, he requested the Ministry of Finance to survey idle lands and to verify the properties. Using the idle lands in a multidimensional way, he hoped to explore more financial resources. Trying to secure more income for the government, he had thought of putting the deserted schools, quarters for the magistrate and vice-magistrate, information buildings, old conference halls, and more up for rent to explore financial resources and activate the locate economy.

  Considering the construction in the 13 towns and townships in the county, Magistrate Lin explained his thinking and plans in accordance with current spaces. He suggested the construction of a “Jurassic Park” and international business cities in the Jiou-jiou Peaks Natural Reserve. In the Puli Plan, he suggested the development of the Liyutan Reservoir into a nighttime performance space similar to the “Impression West Lake” and a world train museum. He hoped to complete his idea of finishing Chichi Round-town Train to light up the tourism of Nantou and promote prosperity in the area.
