    2016 CAS 2 Military Drill known as People Defensive Mobilization and Disaster Prevention and Rescue Drill debuted officially at the training center of the National Fire Agency, Ministry of the Interior in Zhushan Township on March 24th. President Ying-chiu Ma was there as the host. There were 110 international guests and 45 countries arriving onsite for observation. The National army mobilized triphibian rescue arms from the navy, land force, and air force with thousands of drill personnel to participate in this drill.

    The drill started in the morning to implement the 2016 Disaster Prevention and Rescue & Humanity Rescue Interactive Drill known as the CAS 2 Military Drill for practicing the pawn chess drill. Staffs from each unit will station in the response center to implement the drill according to the typhoon and earthquake condition. They got affirmation from County Mayor Ming-chen Lin and the central officer. They implemented a 90-minute onsite drill in the afternoon including slope earth-rock burial rescue, apartment building refuge and evacuation, decline and collapse in construction rescue, building fire rescue, bridge fracture vehicle rollover rescue, country people evacuation, installment of temporary first aid station, houses trapped in flood rescue, and road collapse repairing, which constitute 30 projects.

    President Ma said the government placed more emphasis on the establishment of disaster prevention system after the Typhoon Morakot in 2009 (98th Year of The Republic of China) by addressing the people’s awareness of “prevention is more important than rescue; evacuation is even better than prevention.” The government stayed positive about participating in overseas rescue activities in recent years to introduce the Taiwan experience on prevention and rescue worldwide. This year, the rescue teams from all countries came to help after the Tainan earthquake by showing the rescue spirit to help one another.

    County Mayor Lin said this county has endured damages due to several disasters and the 921 Earthquake. The County government has established a good rescue system and mechanism for each disaster prevention project. This time, they decided to strengthen each deed of disposal and strength of prevention through disaster prevention drills, to be familiar with its operating system, and to implement it during daily disaster prevention jobs. As to evaluation and advice on each project, County Mayor Lin also said that the county government would incorporate future drill projects to perfect the prevention and rescue jobs.

    There are plenty of mountain ranges in Nantou County, with more than 279 currents with latent influence on mudslides. Every typhoon season, it is inevitable that a natural flood or typhoon disaster may occur. County Mayor Lin said today’s drill simulates compounded disasters, which may help to do the rescue work when disasters come, to do the emergency squad and evacuation work for decreasing civilian casualties and losses.
