A Meeting for Deputy Magistrates from 4 Counties/Cities of Taichung, Changhua, Nantou, and Miaoli Held in Nantou; Strengthen Cooperation and Consensus to Implement Cross-Border Effect
The 3rd Meeting for the deputy magistrates from 4 counties/cities will be held at the Nantou County Government via the “Midland Taiwan Cooperation Platform.” The county government held the meeting at the international conference hall on the 7th floor on July 29th. Deputy Magistrate Chen Cheng-Sheng of Nantou County, DM Chou Chih-Chung of Changhua County, DM Teng Kuei-Chu of Miaoli County, and Commissioner of RDEC of Taichung City Government Liu Chia-Feng co-hosted the meeting. Each representative of the bureau or section in the 4 counties/cities also joined the meeting.
They tracked and ran over a review on the 50 cases and saw how these cases were executed during the resolution that was made in the meeting. They also discussed the new proposal on the 25 cases in the 3rd session. The content included traffic, medical treatment, hygiene, environmental protection, local tax, legal system, and other domains. After an enthusiastic discussion, they reached a consensus on 24 proposals. They will report to the central government after having their signatures attached to the paper in a meeting for the county/city chief magistrates on August 12th, and fight for an appeal to receive support from the central government.
DM Chen said he initiated the cross-border cooperation platform once again for the 4 counties/cities last year to promote the overall development for midland Taiwan. He wants to combine the force of the 4 counties/cities, and run an overall assessment on the development of regional industries and the needs of each infrastructure through communication on this platform. He wants the 4 counties/cities to give advice to the central government and ask it to respect the project on the overall development of midland Taiwan. Within one and a half years, Chen felt everyone has reached a consensus through the cross-border platform. They have created a very constructive idea for this extensive project. It has received positive comments and support from the central government units.
DM Teng of the Miaoli County said that the regional cooperation platform does help a lot on the larger issue of integration affairs. It especially works on topics like the construction, medical treatment, and hygiene issues. The 4 counties/cities have full discussions of the topics focused on each domain through communication. It not only can add some effects to the project of civil affairs via the platform mechanism, but also allow this project to work out for better performance.
This meeting was mainly focused on discussing the new proposal mentioned in the 3rd session this year. The county government proposed total coverage on birth incentives during the meeting, and the construction of a perfect nursery system. There are 9 measures waiting for approval to ask for the central government’s help. It plans to take advantage of the Provincial Highway 63 (Taichung-Nantou Expressway) and use it as a substitution highway for the National Highway No. 3 during traffic jam periods when traveling from Caotun to Dali Rd. The county government also proposed the following measures including 6 proposals that have something to do with the cooperative measure of the 4 counties/cities. These measures include how to implement Regulations Regarding the Administration of Student Transportation for the 4 counties/cities, and how to increase student safety while on board, cross-county offer on handling the land value tax, house tax, and submission to vehicle license tax.
