Nantou County 2024 All-Out Defense Mobilization and Disaster Management Exercise (Min An No.10 Exercise) was launched on the 18th. Following the "Military Simulation" held in the Nantou ZhongYuan Elementary School (中原國小) in the morning, the "Comprehensive Implementation" exercise was conducted in the afternoon. County Mayor Hsu ShuHua led the disaster management response team to conduct a field training exercise around the Niaozueitan Artificial Lake Management Center (鳥嘴潭人工湖管理中心) to verify the county’s disaster response mechanism by simulating the county's response to natural disaster prevention and relief and also to warfare disaster rescue when the Niaozueitan Artificial Lake is damaged by a missile attack.

A total of more than 900 personnel from various bureaus and offices of the county government, public and private units, civil defense manpower, and active and reserved Substitute Service participated in the exercise. Ye Ning, Administrative Deputy Minister of Ministry of Digital Affairs, Executive Yuan, who doubled as the adjudicator of this exercise, highly affirmed the exercise for rigorous training, thoughtful and pragmatic response plans, excellent leadership, and realistic process. Furthermore, he offered a gratuity as recognition for the efforts of the participants.

County Mayor Hsu ShuHua said that the 2024 All-Out Defense Mobilization and Disaster Management Exercise (Min An No. 10) was held at the Niaozueitan Artificial Lake. With the joint efforts of participating units, the exercise mission was successfully completed. The county has experienced natural disasters such as earthquakes and windstorms over the years. Therefore, the county plays an active part in disaster prevention and relief exercises to enhance its ability in responding to various types of disasters through various drill and training opportunities. During these exercises, the disaster response capacity was effectively used, not only cultivating the horizontal communication mechanism and tacit understanding between various military-civilian cooperation units, but also reserving excellent disaster management capabilities.

County Mayor Hsu pointed out that the government bears an unshirkable responsibility for civil safety. As a result, the government must actively plan for the disaster management, such as emergency response, medical rescue team intervention, evacuation and resettlement, and subsequent reconstruction. In addition to natural disaster response, Min An No.10 Exercise, conducted by Nantou County under the instruction of Executive Yuan, simulated wartime situation to focus on "disaster rescue", "manpower and material mobilization", "substitute service manpower utilization", "residents evacuation", "casualty rescue", "shelter opening", and "distribution of necessities of life" to verify the disaster response mechanism of "Joint Response Command and Control Center" of Nantou County. Moreover, this exercise extended the scope to residents in potential areas, strengthened the promotion of emergency evacuation kits and intensified wartime information security drills to strengthen the county government's ability in disaster respond. The exercise fully demonstrated the effectiveness of Nantou County's daily preparedness and verified the correct concepts of "self-help, mutual assistance, and public support." Implementing "disaster avoidance, evacuation, and preparedness" is the only way to minimize the losses in disasters.
