The Central Taiwan Regional Governance Platform Leadership Summit was held in Taichung City this year. On October 19th, mayors of the eight cities and counties in Central Taiwan gathered to announce their outstanding governance achievements under central Taiwan regional cooperation with a total of 55 collaborative proposals approved. Moreover, a declaration of Science-Based Regional Climate Action Initiative (科學為本的區域氣候行動倡議) was signed at the conference to respond to the net-zero development trend and demonstrate their determination to work together to face the  climate change mitigation and adaptation.

All of the mayors or deputy mayors of the eight cities and counties attended the conference, including Nantou County Mayor Hsu Shu-Hua, Yunlin County Mayor Chang Li-Shan, Taichung City Mayor Lu Shiow-Yen, Miaoli County Mayor Chung Tung-Chin, Changhua County Deputy Mayor Lin Tien-Fu, Hsinchu County Deputy Mayor Chen Jian-Sian, Chiayi City Deputy Mayor Lin Rui-Yan, and Hsinchu City Acting Mayor Chiu Chen-Yuan. At the conference, Yunlin County Mayor Chang Li-Shan, who hosted this leadership summit, presented each of the seven mayors with a Yunlin County local souvenir, a recycled and sustainable commemorative jacket made of 100% Recycled Seawool, a fabric made from discarded oyster shells.

County Mayor Hsu stated that Central Taiwan has the longest regional cooperation experience in the history of local self-government in Taiwan. The Central Taiwan Regional Governance Platform started with three cities and counties in central Taiwan. After that, Miaoli County joined in 2016, Hsinchu County, Yunlin County and Chiayi City joined in 2019 and then Hsinchu City joined in 2023. Up to now, a total of 8 cities and counties compose the "Central Taiwan Regional Cooperation Platform". We will continue to cooperate to promote various measures that benefit the people, enabling more than 7 million citizens to live with peace of mind, and we will work together to protect Central Taiwan to create happy and livable cities.

This year, mayors of the eight cities and counties reached a record high of 55 cooperation consensuses, including 31 requests for assistance from the central government and 24 cross-county and city cooperation projects. The proposals discussed were the broadest and most numerous in history, covering environmental protection, transportation, economy, national spatial planning, human resources, society, finance, education, tourism, agriculture, health affairs, etc. Under the concepts of resource sharing and joint governance, participants discussed in-depth about regional cooperation on each proposal.

County Mayor Hsu pointed out that Nantou County Government shoulders the heavy responsibility of facing the climate change, and has responded to the challenge with firm determination and pragmatic actions. Last year, the Nantou County Sustainable Development and Climate Change Initiative Committee (南投縣永續發展及氣候變遷因應推動會) was established and officially released Sustainable Development Policy White Paper (永續發展政策白皮書). Moreover, a Sustainability Division will be set up under Department of City and Tourism Development to keep promoting green hotels and sustainable travel plans. Furthermore, it is scheduled to build the first technological hot spring park in Taiwan in the Fuxing Hot Spring Area (福興溫泉專區) in Puli Township. As for the waste problems, the county government is planning to build an autonomous garbage incinerator to convert garbage into energy and reduce environmental burden.
