In order to build up the "Livable Nantou. Smart Campus", the Nantou County Government held a launching ceremony for the "One-Device-Per-Teacher, One-Tablet-Per-Student" project at Yan Feng Elementary School in Caotun Township on the 30th. County Mayor Hsu Shu-Hua, Kuo Bor-Chen, president of National Taichung University of Education and also executive secretary of the Executive Office of eLearning Education Department of the Ministry of Education, and the attended guests announced that Nantou County is a first in Taiwan to reach one-device-per-teacher achievement for all elementary and secondary schools in the County. After the simple and grand launching ceremony, County Mayor Hsu visited the classroom for lesson observation, experiencing the digital teaching practices making use of the interactive whiteboard and tablets. Moreover, she had a warm and interesting interaction with students who instructed her enthusiastically on tablet-based learning.
According to County Mayor Hsu, in order to support teachers in digital teaching and enhance students’ academic achievement in the Digital Age, the Ministry of Education launched “The Digital Learning Enhancement Plan for Grade 1-12,” featuring One-Tablet-Per-Student initiative. Up to now, the student-to-device ratio is 1:1 in rural areas and 6:1 in urban areas, not 1:1 nationwide. To improve the teaching and learning quality, in addition to the "One-Interactive Whiteboard-Per-Classroom" project completed in June this year, the "One-Device-Per-Teacher, One-Tablet-Per-Student" project was launched this year with 3,777 tablets purchased for teachers in urban areas throughout the county, making Nantou County a first in Taiwan to reach one-device-per-teacher achievement for all elementary and secondary schools in the County. Up to now, over 60% of students in Nantou have tablets for learning. A follow-up budget will be allocated to speed up the supply of tablets to elementary and secondary school students in urban areas to ensure that every student has a dedicated tablet for learning. It is believed that interactive whiteboard teaching and tablet learning can help students focus more on learning and achieve better academic performance.
President Kuo said that launching the "One-Device-Per-Teacher, One-Tablet-Per-Student" project is an important policy of Nantou County Government. In line with the One-Tablet-Per-Student project launched by the Ministry of Education, Nantou County has received a remarkable achievement of device usage higher than the one in nationwide. Regarding the underachievers and academic achievement performances, the students in Nantou County who make use of Taiwan Adaptive Learning Platform (TALP) achieve better performance than non-users. With the strong support of County Mayor Hsu, he believes that this policy will positively improve the academic achievements of students in Nantou County. Meanwhile, students can utilize the device to explore the world through the Internet and learn diverse and rich knowledge. This policy is in line with the trend of international education, moving towards the goal of “AI Education for Everyone.”
